Background

Asian region is often impacted by recurring and overlapping multiple disasters that require new initiatives to effectively manage the situations. Under the lingering effect of the COVID-19 pandemic, on 6 February 2023, the Türkiye-Syria Earthquake with a magnitude of 7.8 occurred in the south-east of Türkiye. The earthquake and subsequent aftershocks killed around 60,000 people and affected hundreds of thousands in Türkiye and Syria. In Türkiye, as in other earthquake-prone countries around the world, earthquake disaster prevention has long been a priority, but the damages caused by earthquakes never cease to be observed. Sea level rise is frequently discussed as the effects of global climate change, however, it is also giving a serious negative impact to landlocked countries. The number and size of glacial lakes are increasing significantly in the Asian High Mountain Area (HMA) putting more people at risk from glacial lake outburst floods. The floods in Pakistan, which lasted from June to October 2022 were triggered by unprecedent monsoon rains and heat waves causing glacial melting and glacial lake outburst floods. It affected more than 15% of the total population and economic losses were estimated to amount to more than USD 40 billion. In this increasingly complex disaster landscape of Asia, enabling digital transformation (DX) in our disaster risk reduction (DRR) systems could contribute in the effective implementation of DRR measures.
